A.C.A.B.（全写：All Cops Are Bastards[1]，中文可直译作所有警察都是混蛋[2]）是一个首字母缩略字，兼政治标语。部分持不同政见者会用到此一政治标语，控诉自己受到政治迫害和警察暴力对待。这句流行语一般以涂鸦、刺青等方式书写。它可用数字“1312”来表达——其代表每个字母在英语中的排序。

批评者认为这个字词是对于警察个人的侮辱，使用者应改用其他字眼去支持警队改革[3]。而支持者则认为A.C.A.B.是将警队视作一个整体看待，没有特地攻击某个执法人员[4][5]。

背景[编辑]

导演西德尼·海耶斯（英语：Sidney Hayers）于1972年的犯罪剧情片《所有警察都是……》（All Coppers Are...）中把这一短句当作标题使用。《流行语字典》（Dictionary of Catchphrases）指出，虽然纽卡斯尔的一名记者于1977年在牢房的墙壁上看到这个缩略字，但其起源可能能够追溯至1920年代[6][7]。

英国的囚犯有时会在自己身上纹上“A.C.A.B.”——一般一只手指纹一个字母，少数囚犯则用四个“.”代替[8]。

在德国，以A.C.A.B.攻撃某个特定人物属刑事犯罪，以其攻击一个群体则不算[9]。

在某些情况下，反诽谤联盟会把此一字句归类为“仇恨符号”，并形容它为“光头党文化中一个拥有一定历史的口号”；联盟同时指出种族主义和反种族主义光头党都在使用它[10][11]。

在德国，当地法院把“A.C.A.B.”和“1312”都视为侮辱。在2015年，德国联邦宪法法院裁定“FCK CPS”（去他妈的警察）这句只可在针对某个可识别的特定群体时视为违法。但具体个案的解释权则交了给刑事法院[12][13]。

在奥地利，当地法律把A.C.A.B.视为“违反公序良俗”的短语。表达者可根据行政法进行处罚，例如使用行政处罚令。有关罚款最高可达700欧元（或可选择以拘留一周代替）[14]。2019年，奥地利宪法法院裁定，在某些情况下处罚表达者将违反《欧洲人权公约》第10条——当中规定言论自由需受到一定保障。该宗案件源于一名在体育场内挥舞A.C.A.B.旗帜的足球迷。奥地利宪法法院认为该旗帜所表达的主要是“一些足球迷与警察之间的紧张关系，以及对警察这个国家管理体系的消极态度”，“没有具体侮辱某些人物”。故此在“考虑到言论自由在民主社会中的特殊意义和功能，以及案件各个面向的情况下，有关表达应予以接受”[15]。

在其他欧洲国家，也有警察对表达了A.C.A.B.的人采取行动的例子。布赖恩·斯塔布福德（Brian Stableford）在2009年的《异国情缘》（Exotic Encounters）中指出“‘很多年前’，写有A.C.A.B.字样的衬衫一度大卖。一名英国青年则因为穿上了有关的衬衫，而被控告‘煽惑他人参与暴动罪’。即使他以衬衫上的‘A.C.A.B.’是指‘所有加拿大人都是王八蛋’（All Canadians Are Bastards）作辩解，亦无济于事”[16]。2011年1月，荷兰3名阿贾克斯粉丝因穿着印有数字1312的T恤而被罚款[17]。2015年7月4日，西班牙阿利坎特一名女孩因穿着印有“A.C.A.B.”字样的T恤而被罚款[18] 。2016年5月22日，西班牙马德里一名34岁的女子因携带一个写有“A.C.A.B.”和“所有的猫咪都很美丽”（All Cats Are Beautiful）的袋而被起诉[19]，3天后撤销[20]。2017年9月15日，一名来自克罗地亚卡尔洛瓦茨的男子在他的Facebook上发布了一张照片，上面写有“Fuck da Police A.C.A.B.”（去你妈的警察 A.C.A.B.）。他于后来因此被控告“破坏公共秩序”罪，罚款100欧元[21]。2019年4月4日，一名26岁的白俄罗斯冰上曲棍球迷因穿着印有“A.C.A.B.”和“1312”的T恤而被捕[22]。

其他用法[编辑]

在朋克、光头党、足球文化当中，“A.C.A.B.”可解作“eight cola eight beer”（八份可乐八份啤酒，亦即八杯可乐啤酒）。新纳粹主义者则把“A.C.A.B.”改成“A.J.A.B.”（全写：All Jews are Bastards，亦即所有犹太人都是王八蛋）[23]。无政府主义者有时把其背后的意思解作“Anarchist Chaotics Argue Better”（无政府主义式的混乱是更好的）[24]。

其他语言亦有类似意思的短语，不过不少地区皆直接借用“A.C.A.B.”[25]。
