海伦·凯勒国家中心
海伦·凯勒国家盲聋青少年和成人中心（英语：Helen Keller National Center for Deaf-Blind Youths and Adults），简称海伦·凯勒国家中心或HKNC，是美国的一个基金会，为像海伦·凯勒一样的盲人和聋人提供服务。
该中心成立于1967年，根据《海伦凯勒法案》获得国会法案的授权，为全国范围内的盲聋人提供服务[1]。该中心位于纽约州沙点，拥有一个住宅康复和培训设施，该设施于1976年开业。此外，该中心还设有十个区域办事处，为家庭和专业护理人员提供支持。该组织为个人提供独立的生活技能培训、转介、就业培训、咨询和过渡援助，并为服务提供者提供技术援助和培训[2][3][4]。此外，该中心还有一个针对专业人士的国际实习计划[5][6]。
该中心的部分资金来自美国教育部康复服务管理局[5][7]。根据2001年的数据，联邦政府每年提供该中心850万美元的运营成本中的1100万美元[8]。国会的调查结果是，该中心是满足盲聋个人需求的重要国家资源，目前没有任何州拥有能够满足这类需求的设施或人员[9]。
根据数据，美国约有70,000名盲聋人[8]。其中大多数人患有亚瑟综合征，这是一种先天性障碍，在这种情况下，个体在出生时即失聪，并在青春期失明。根据联邦法律，各州负责在盲聋人达到16岁之前提供教育，之后该中心接管这一责任[10]。
