羅伯道·維拉約·王彬（英語：Roberto Velayo Ongpin，1937年1月6日—2023年2月4日），菲律賓商人，曾任菲律賓貿易與工業部部長，馬科斯時代的貿易與工業部部長[3]，弟弟海梅（英語：Jaime Ongpin）則是柯拉蓉·艾奎諾執政期間的財政部部長[4]。

王彬於2017年被福布斯列為菲律賓富豪榜第16名，次年以37.2億的淨資產升至第12名。[5][6]。

早年生活與教育[編輯]

王彬出生於1937年1月6日[7]，為家中的第二個孩子。他成長於聖胡安的一個社區，該社區位於馬尼拉的一個郊區，當時屬於黎剎省的一部分[8]。王彬的曾祖父羅曼·王彬（英語：Román Ongpin）也是一名商人，曾為菲律賓人在西班牙及美國的殖民地上進行的革命運動提供經濟支持，其家族被稱為菲律賓「最有影響力且影響最為深遠的家族」[9][10][8][11]。

王彬年輕時主要依靠獎學金來供給學費。他先後就讀於馬尼拉雅典耀高中及馬尼拉雅典耀大學，後於1957年大學畢業並獲得工商管理理學學士學位。在短暫就職於一家工廠[註 1]後，王彬於1958年成為一名特許會計師[12]。

1961年，王彬自哈佛大學取得工商管理碩士學位[13]。在哈佛大學就讀期間，王彬結識了來自智利瓦爾帕萊索的莫妮卡·阿雷拉諾並與她結婚，這段婚姻持續了55年，兩人育有2個孩子。除此之外，王彬還有另外兩任妻子，這兩任妻子各自為他生下了一個孩子[14][12]。

職業生涯[編輯]

西西普合夥會計師事務所[編輯]

王彬於1963年回到菲律賓後，在舅舅的邀請下進入多領域專業服務公司西西普合夥會計師事務所（英語：SyCip Gorres Velayo & Co.）工作。該公司創始人薛華盛（英語：Washington SyCip）曾表示王彬是他認識的最為激進及有效率的管理人員。1966年，30歲的王彬成為西西普合夥會計師事務所的合夥管理人[12][15]。

貿易與工業部部長[編輯]

王彬於1979年離開西西普合夥會計師事務所，在總統費迪南德·馬科斯的邀請下進入總統內閣，被任命為貿易與工業部部長，以42歲的年齡成為菲律賓最年輕的一位工貿部部長[12]。

在王彬擔任工貿部部長的七年中，期間由於政治動盪，通過外貿獲得的國家收入很難流入政府，致使菲律賓經濟狀況持續下滑。王彬曾數次與其他國家的領導人就經濟事務進行磋商，包括汶萊蘇丹哈桑納爾·博爾基亞、馬來西亞總理马哈迪·穆罕默德、新加坡總理李光耀及以色列總統薩達姆·侯賽因[16][12][17]。

1984年，菲律賓遭遇債務及外匯危機，當時菲律賓比索與美元的官方匯率為14:1，然而黑市匯率卻達到30:1。工貿部於是建立了岷倫洛區中央銀行（英語：Binondo Central Bank），實行雙重匯率制，允許政府直接干預黑市的貨幣價格，以縮減匯率差[18][19]。

1986年人民力量革命[編輯]

1986年2月22日早間，王彬在前往馬拉坎南宮會見總統馬科斯、美國大使斯蒂芬·博斯沃思及美國特別大使菲利普·哈比卜途中注意到自己的護送軍人被撤走，於是致電國防部長胡安·恩里萊要求調查，無意中使得恩里萊察覺到他的政變計劃可能已經暴露，恩里萊遂立即向政府申請休息。同年菲律賓爆發人民力量革命，馬科斯被迫下台，由柯拉蓉·艾奎諾擔任新任總統[20][19]。

商業活動[編輯]

馬科斯政府垮台後，王彬重新回到商界。他與另一名商人合夥創辦了貝爾公司（英語：SM Investments），擔任該公司行政總裁，並在大雅台高地（英語：Tagaytay Highlands）參與設立了一家旗艦部門[21][22]，同時還參與到一些礦業、房地產、製造業、加工業、借貸等方面的投資[23]。

王彬在一家名為Alphaland的公司擁有94%的股份[24]，並擔任其中兩個分公司的負責人[25][26][27]，該公司還擁有一個民航子公司，為同為該公司所屬的巴萊辛島（英語：Balesin Island）俱樂部提供包機服務[28][29]。2017年9月，王彬開始通過Alphaland在碧瑤市建立了一個含有300間住房的公寓，耗資50億菲律賓比索[30][31]，並於2018年開放入住[32]。

1979年，王彬收購了南海石油與其他礦產探測有限公司（英語：South Seas Oil and Mineral Exploration Co. Inc，於1969年8月20日通過合併而成）的控股權[33]。2000年，在各大股東商議之後，該公司被改造為一家互聯網公司，更名為PhilWeb.Com（英語：PhilWeb），2002年，該公司再次更名為PhilWeb，並於次年獲菲律賓證券交易委員會通過[34][35]。

2016年8月，時任總統羅德里戈·杜特爾特將王彬指定為寡頭政治成員，並讓他終止經營線上遊戲業務，而遊戲業務是Philweb的核心業務，王彬於是辭去Philweb負責人一職[36]。王彬後來表示Philweb並非一家遊戲公司，只是電子遊戲的軟件提供商，而遊戲的開發商則為菲律賓娛樂及遊戲公司[31]。此事引起不少人的猜測，有人認為王彬是菲律賓「陰暗政治」的受害者之一[37]。但王彬本人表示並不怨恨杜特爾特，反而會「盡我所能去支持他的政策」[24]。後來王彬將他在PhilWeb的股份轉讓給了前總統馬科斯的女婿，減輕了來自政界的壓力，開始專注於其他業務[38][29][39]。

1973年，馬尼拉雅典耀大學化學院教職人員組成了菲律賓純粹與應用化學研究院，並邀請王彬加入董事會。1984年，該研究院建立了一個專用建築，王彬亦有參與建造過程[40]。

王彬還擔任過菲律賓交通銀行（英語：Philippine Bank of Communications）行長[41]、菲律賓東部通訊公司（英語：Eastern Communications）（2006—2011年）等多家企業的總裁[42][43]、Philex礦產公司的副總裁[44]以及佩特龍（英語：Petron Corporation）、生力集團、菲律賓航空等數個企業的總監[45][46][45][46][46][45][45]。

除了在國內開展業務以外，王彬亦與幾個外國公司有合作關係[47][48][49][45]，例如曾擔任過南華早報副總編[45][46]及香港友邦資本公司副總裁[45]。

逝世[編輯]

2023年2月4日，王彬在奎松省波利略的巴萊辛島上於睡夢中去世，享年86歲[50][51][52][53]。
