新疆受害者資料庫（英語：Xinjiang Victims Database）是試圖記錄目前所有已知的被關押在中國新疆再教育營人員的資料庫[1][2][3][4][5][6]。它由俄裔美籍翻譯斌吉恩（Gene Bunin）建立[7][8][9]。斌吉恩和幾名同事於2018年9月開始編纂該資料庫[10][11]。

新疆受害者資料庫記錄了據信被關入再教育營人員的姓名和履歷。資料庫中的資料還包含被拘留者家人和朋友的證詞。[10][12]

斌吉恩（Gene Bunin）從2014年開始以學生及研究者身份在新疆學習維吾爾語言、文化、藝術，於2018年秋天開始建立資料庫，後來被迫離開新疆，也被哈薩克政府停發籤證[13]。斌吉恩稱，資料庫建立的目的是為了「有一個地方」能儲存被關入拘禁營或失蹤者的詳細資訊[12]。

新疆受害者資料庫由群眾募資支援，截至2021年4月已有超過千名捐款人。來自世界各地的十餘名兼職人員、學者、資安人員、智庫、十幾名志工參與資料庫維護。搜集的證詞來自社群網站、媒體報道和各人權組織，也有受害人拍攝的影片。資料庫網站上還匯集了中國政府流出的官方檔案、網上的公開標案資料、官員發言等。[13]2022年2月3日NPR報道，該資料庫共記錄了超過2400名在新疆被拘留或與父母分離的18歲以下孩童。[14]

2021年4月9日，新疆維自治區政府新聞發言人稱，「新疆數據專案」「新疆受害者資料庫」「維吾爾過渡期司法資料庫」共涉及12050人，其中10708人為真，1342人為虛構。在10708人中，6962人正常生活，3244人因危安暴恐犯罪和其他刑事犯罪被判刑，238人因疾病等原因死亡，264人在中國境外。[15]斌吉恩則回應指，「這就代表了我們做的事正在發揮作用，中國政府必須做各種不同的事來應對。」[13]

爭議[編輯]

新疆受害者資料庫於2023年1月6日發佈一條推文[16]，公佈了一部分新疆警察名單及其相片，而其中出現了香港藝人劉德華和周潤發的相片[17][18]，甚至包含一張繪製的卡通圖片[18]。《觀察者網》以此為理由稱這份名單是蓄意捏造[19][20]。這條推文雖然被關閉了評論，仍引起不少網友在轉發中嘲諷[19][20]。
