2016年1月28日，有報道凱瑟琳·畢格羅和馬克·鮑爾將會合作拍攝一部1967年底特律騷亂事件的電影。[8][8][9]預計2017年在騷亂發生50周年的時間公映。[10][11][12][13][14][15][16][17][18][19]

2016年7月在波士頓開拍。[20][21]取景地包括麻薩諸塞州的Dedham District Court[22]、Dorchester和布羅克頓。[23]10月份也在底特律拍攝了一些片段[24][25]。
